I think the point is pretty clear; first movie of Phase 4, thus holds an important position.
Re: the 'passing the torch' thing, I'm still seeing Pugh appearing as a side character throughout the next decade or so rather than helming a Black Widow film trilogy, but I won't be all too fussed if they end up going that route. If anything I think they'll use her as sort of the sympathetic inside window into the Thunderbolts program to keep them humanized essentially for a redemption arc.
Also, if I may pitch a hypothesis after noticing something: O-T Fagbenle is playing Taskmaster (I know, hot take) and his character is half Wakandan, perhaps another child of a wardog spy. I say this because he does the Wakandan salute in the trailer when he whips out the claws, but if the events of this movie happen shortly after Civil War (making it concurrent with most of Black Panther's events except the mid-credits scene) then presumably only Wakandans know what that gesture means. I know the crossed arms are somewhat universal (that was 2017 Wonder Woman's signature move) but it's not like the gesture needs to occur to operate the claws or something, and this is the MCU...
