Agree completely. I think. . . the most likely answer is that the Contessa recruits one or more characters from Black Widow into the totally-gonna-be-Thunderbolts. The obvious guesses being either Yelena or Taskmaster, depending on who survives and who is a sketchy enough character to join Team "This feels like a Suicide Squad".
I would count more on Yelena for Thunderbolts. If they go with the already established vilains, there are only Ghost and Agatha Harkness as female team-members.

yes but Agatha was never part of the Thunderbolts, whereas Ghost and Yelena were. Agatha was never part of a superhero-team - that would be totally against her character.
They definitely want to use a talented young actress like Florence Pugh in future projects. Her being the new BW in a new Avengers team would be too easy. That’s why I think, she‘ll probably be an anti-heroine in a villainous team
