I'm going to violate the first poster's ground rule here and nominate the detective from MPD in the first Superman movie who went into the subway after Otis.

It helped Hackman's portrayal in that there are villains you laugh at, or boo at or shrink shrink back in your seat and pray he does not see you. In toying with the cop before killing him he establishe the guy we were laughing at was a true monster...

He only tried to stop it because it was a mob bank and he was involved in that. He didn't do it to protect people
