True, but I think I'm going to have to see it to believe it, not to mention we don't really know much about why some of them are even on the team.

I was only being half-facetious there, actually. Norman really is a magnet for evil bastards because of the power he now wields. What's one of the things villains hate most? Getting caught. What does Norman being in charge of superhuman law enforcement mean for them? Legitimacy. Norman can offer them a chance to do what they like without fear of getting caught. Hence Man Mountain Marko's new job as a high-ranking ATF agent. The Dark Avengers are just another extension of that. The villains get a chance to be cruel with impunity and Norman gets a team that he can use as the public face of his tougher stance on superhuman policing--not like that softie criminal Tony Stark and his Avengers, who let fugitives get away all the time and left America open for a major alien assault.
