What they mean is they will raise the prices and then lower them (not enough to the previous prices) and raise them further everytime there is a "surge" of demand.

This isn't going to encourage me to visit fast food places anytime soon.
 
Not the least bit surprised Walmart abused its market power to exploit customers and reward the rich.
