A slow-burn story similar to Joker set in the same universe about a young Bruce slowly becoming Batman to save Gotham from the rogues could work. Something like him choosing to fight them with their same showmanship.This is extremelly big news, actually.
So, as it is... Eventually, the villains themselves will end up "creating" their own nemesis, their remedy, their Batman per se.

I recently finished rewatching all of BTAS/TNBA, including of course the fantastic Mad Love. There is such a gut-wrenching, (as you say) tragic story there, if only someone had the ****ing ****s to put it on the screen.if the Harley Quinn adaptation she was given hadn't been stripped of all its tragedy to become a sort of female Deadpool...
