Since 2012, I still read people saying Spider-Man in this scene is an unlikable jerk for the way he webs the car thief, and for reacting angrily at the cop shooting at him.

How do you define a jerk? Does this qualify as being a jerk?

Your opinion of the movie doesn't matter in answering this question, I want to know how this moment falls under the definition of jerk, and mostly, how you define the word.
