I mean, Peter is clever, he does have a bunch of gadgets and tricks, and is good at surprising people. Its what allows him to fight way out of his weight class. Problem is, you know who else is clever and skilled and has gear and fights outside of his weight class? Captain America. Only he *also* has a flat out major physical advantage.

Peter Quill could last longer than the average non-powered human opponent, but he's not going to win. He's fighting someone against whom he can't leverage "type advantage" at all.

You know all those things we just said about Peter Quill vs Cap? Basically all of them still apply here. Winter Soldier wins, 10/10. Whatever he might lose for lacking an indestructible shield, he gains for having a bevy of "hitscan" ranged weapons.
