He is really close to David Kaye. I see this as a nod to Beast Wars. The writers have often mentioned nods to the comics as easter eggs in the movie, so I am ok with Weaving as a choice.

I never got into Beast Wars/Machines, but I dig Kaye's take on Megatron.
