I wouldn't be surprised to see it as an Xbox 360 exclusive. There's demand for it and Microsoft is definetely willing to pay for exclusive titles.
Sega may beleive that the Playstation 3 will come out on top, but that doesn't mean that they will not make an exclusive game for the Xbox 360.
If Sega has lineups like that, they really need to get back into the console game. I miss Dreamcast
in a way I can agree with you. For me Sega was at its best developing games for its own consoles. Yeah, but that's because you can afford to spend $1000 or more on videogame consoles. Some of us can barely afford just to buy one though.
1. Microsoft is willing to pay top dollar for exclusitivity. Hell, they paid Rockstar $50 million to just come up with exclusive CONTENT! They'll also most likely help fund development and promotion for exclusitivity rights.Hmmm lets see here..release on on system and sell to just ne consumer market base, or release on more than one system and sell to even more customers. I think I'll go with the second.
It's no wonder that exclusivity is less and less. Square see's this, Sega see's this. You open yourself to a much broader marketshare if you can sell to EVERYONE.

It just makes smart busines sense to sell a game like Shenmue III on the PS3 and X360.
I have both, so I have no need for petty arguements "Well the 360 is better than the PS3 so there...". I'll get it for whatever system it comes out on IF it comes out.

SEGA has been dead to me ever since they cancelled the PS2 Vectorman game.

I loved Vectorman.
But right now the userbase of the Xbox 360 is over 5 million more users than the Playstation 3, unlike the Xbox versus the Playstation 2.
