- Green Arrow (Oliver Queen) (Hawkeye of the DCEU)

- Black Canary was already introduced in Birds of Prey

- Zatanna (equivalent of Scarlet Witch)
- Kara Zor El/Supergirl (Winter Soldier equivalent)

- Dick Grayson/Nightwing (War Machine equivalent)

Green Arrow and the Black Canary should, or could be introduced as established vigilantes operating in Star City, despite us having already met Dinah Lance.

If and when they’re ready for it, John Constantine, but WB shouldn’t do this until they’re in a position to capitalise on the mystical side of the DCU.

Supergirl is only a matter of time - probably once the CW is done with the show, and I actually don’t think that’ll be too far away.

Otherwise? A buddy film between Booster Gold and Blue Beetle along with an obvious addition from the Green Lantern Corps - specifically Jessica Cruz as we’ve more than enough male heroes already.

Edit: I’d say Hawkgirl too, but she’s rumoured for Black Adam, so..

Green Arrow and Black Canary can essentially be your Hawkeye and Black Widow of the DCEU

As for John Constantine...he can essentially be like the Doctor Strange of the DCEU or you can have Doctor Fate instead bring the mystical/magical side into the DC Cinematic universe

Supergirl essentially can be her cousin's sidekick at least when she is introduced before branching off on her own

Jessica Cruz as the main Lantern for the DCEU...it would be a different turn to take but I wouldn't be opposed to it

Hawkgirl showing up in Black Adam makes sense given the Egyptian connection and Rock's character of Black Adam is ancient Egyptian

GREEN ARROW
If The Suicide Squad is a hit, I'd introduce him in the follow-up (perhaps as Rick Flagg's replacement) along with Black Canary and Huntress. Some R-Rated arrow action would also help set him apart from Hawkeye, the CW show, and Batman.

Legion of Super Heroes (Superboy, Lightning Lad, Phantom Girl, Bouncing Boy, Brainiac 5, Triplicate Girl)
Batman's being rebooted as a younger version, so how about rebooting Supes as a younger version too (David Corenswet fans rejoice) but with a LoSH origin? I think there's a Harry Potter/Percy Jackson-type appeal of this story, with a young Clark being whisked away to an amazing world where he's "the chosen one" and finally meets other people out there like himself.

HAWKGIRL
Introduce her as a main character in the Green Lantern Corps HBO Max show with an entire Thanagar storyline. Bring her and John into the next JL movie should it ever be made.

All of em. My favourites and thus my primary concerns, however, would be Plastic Man, Hawkman and the Question.

Green Arrow & Black Canary

One way I think DC could introduce a fresher type of story and a clean slate for Oliver is to have both he and Diana head up a film themselves and begin it as them already being a fully fledged couple. (Can throw in some flashback to show us how they got together) But im picturing a superhero version of Mr & Mrs Smith about them operating as both a couple and equals.

Static Shock

One area I have always thought Marvel usually outshine DC is with the younger/teenage more relatable heroes. Static was one of the exceptions for me as he always stood out as great younger guy you could relate to. In a universe with aliens who are pretty much god, kings of the seven seas and a guy who can run back and fourth in time Static feels more grounded.

If they ever did a Green Arrow movie, I’d suggest going to the comics route and make him the hero for the people. Have him fighting for the homeless and the marginalized and taking out the corporate “fat cats.” While admittedly a socio-political superhero may not be the most popular in this day and age, I see no reason to give him a movie if he is going to just be a Batman knock off the way he was done on Arrow.

Well Dinah Lance she was already introduced in Birds of Prey

I would set the heroes in other time periods like Wonder Woman was set in WWI and her next movie will be in 1984-

1960's

Captain Atom
Set in the early 60s at the height of the space race Nathaniel Christopher Adam, a United States Air Force officer participates in 'Project: Atom', a military experiment that bonds an experimental new metal to his body and allowing him to tape into the Quantum Field.

Martian Manhunter Set in the late 60s at the height of the free love movement Martian J'onn J'onzz is a salve to the white Martian's who have him and his kind work in the mines. J'onn finds a Mother Box and is transported to earth where he is hunted by the New God Kanto who leads the Hyperclan. J'onn meets the Forever People who help him use the Mother Box to stop the Hyperclan and send Kanto away.

1970's

Fire and Ice set in 1976 the members of a group called the Global Guardians are being killed off leaving two members Beatriz Da Costa/Fire and Tora Olafsdotter/Ice to find the ones behind the killings and stop them.

1980's

Gypsy and Vibe Set in 1984 Cindy Reynolds and Cisco Ramon are two of a group of street kids taken by Granny Goodness to the Evil Factory. there they are experimented on giving them superpowers that they use to escape. The two are hunted by Granny's Furies and helped by an investigator; John Jones that Cindy's parents hired to find her.

Green Lantern Set in 1986 after being kicked out of the Air Force for being a hotshot Hal Jordan goes to work for Ferris Air as a test pilot. its here that Jordan finds that Ferris has a UFO that turns out to be a Green Lantern who passes on his Lantern and Ring to Jordan to stop the coming threat.

Green Arrow set in 1988 Oliver Queen retired from hero work until he called on to help a dying friend with his son, Roy Harper.

this is just a few ideas off the top of my head at work

Doctor Fate (introduce mystical arts and magic into the DCEU)

Zatanna

1) Minus the background established from the recent Web TV series (I didn't see any episodes but read it was viewed positively)
I would say Swamp Thing.....depending on what Marvel is cooking up with Dr. Strange 2, DC can really beat them to the punch with an original Superhero/DC horror movie.
Swampy ticks off a lot of boxes for that if done right.

Tg11: I was about to ask you if you only wanted Plastic Man out of every character still to appear in DCU, or actually in any big screen adaption.
But then you gave us some more. Thank you :)

Trying to give some variety by adding diversity into the DCEU hence heroes like Long Shadow, The Great Ten, Steel, etc. because they represent minority groups like African Americans, Aboriginals, Asian Americans, etc

Having a diversity in DCU isn't affecting the heroes I wanna see. The two I hope for the most are Green Arrow and Hawkman. Two classical DC heroes yet to be done at the big screen.
It's my sincere wish to have these two being adapted.I don't change my personal wish just to have diversity or to be political correct.
I hope you don't either.

I do want to see Green Arrow and it would make sense for continuity especially since Black Canary was already introduced in Birds of Prey

Any actors suggestions for characters such as Mon-El if he was brought to DCU?

I doubt we’ll get Green Arrow any time soon, even thought I’d love to see him. He’d be compared to Hawkeye and DC will likely want to avoid that. Same reason I don’t see us getting Atom anytime soon. Hawkman is happening though, but I’m personally more excited for Hawkgirl. I want that JLU lineup in live action!

John Stewart
Hawkgirl
Martian Manhunter
Blue Beetle
Vixen
Firestorm
Jessica Cruz
Sideways
Mr Terrific

That’s my list. Diverse in terms of race, power set and stories. They’re also all classic or popular DC heroes.
