Reynolds revealed in an interview that Taskmaster was the original villain, but FOX didn't want to cough up the cash for him. Hopefully, we get him in the sequel. What version do you want to see and who should play him?

Taskmaster make sense if what Reynolds says. I think Kinberg, Reese, Wernick will try to use everything they wrote here and there which didnt make production for budget reasons and in same time makes sense for a sequel


EDIT: I see his rights "should have" reverted back to Marvel, but there is no outright confirmation where the rights lie nonetheless. But I guess they can't use him

Frankly, I find it a hard argument to believe Fox ever had his rights in the first place. Regardless, they've reverted. Since he isn't an effects-heavy character, there's speculation the "spending the money" was to acquire the rights.
