Moss would be my #1 choice. I could see her really making the role her own like Dano did with Riddler.

It works also that she's not a "traditional " type of beauty. She's got a rough look to her while also being gorgeous.

Poison Ivy is a character along with Hugo Strange that I feel could be played by just about any high caliber actor or actress. They're very versatile characters.
