I was having trouble with picking an Oliver Queen who could fit with Reeve, Keaton and Carter, so I decided to go with McGyver himself as The Green Arrow.

Red Son would have been an awesome Donner/ Reeve film , but I think you're right that it would have been controversial in 1987.

Red Son could have been done mid 90s. Goldeneye (1995) touched upon the remaints of Sovjet. There was a rumour about a 5th Supes film in 1993. That one could have been Red Son. Reeve would have had time to finish it before the accident.
But wait! The Living Daylight (1987) was a cold-war Bond so it could have happened then as well.
Could you imagine another alternate take of Superman than Red Son?
The space pod could have crashed in a lot of countries.
Ireland, Germany, Italy, Hungary, Norway, Egypt, South Africa, India, China, Japan, Brazil, Argentina, Mexico, Canada etc etc. The last one would be the most similar to the original.
Should Dc Comics try to experiment some more with their character? They could make stand-alone comic books with different themes.
