They have already hinted at Rogue, at one point, being experimented on and kept in the Cerebro room.
From a box office standpoint, it was more viable to make recent Oscar Winner and Media Darling Jennifer Lawrence's Mystique be at the center of the plot.
That said, you would have to be naive to think this wasn't the main reason why she and her powers were put in the spotlight (and unfortunately not Rogue/Anna) and not because it made a whole whack of sense, plot and character-wise.
Yes, that much is obvious...and I'm not debating that. Just that the Sentinel's abilities are not exactly Rogue's or Mystique's. The closest would be Mimic who was never used in the series.
Based on the explanation in the film, you can imagine that they took Mystique's ability to the next level when creating the sentinels and by doing so made Rogue's role in the film superfluous. This couldn't be done the other way around because it was a deliberate decision for the film to be a sequel to First Class, feature Jennifer Lawrence, yada yada yada
