I found this tidbit of information rather intriguing.

It seems the mechanics have been worked out regarding "Doom Patrol," as Wednesday's announcement said that season two episodes would air simultaneously on both platforms. A crew member who has worked on multiple DC Universe shows told Business Insider that HBO Max had been heavily involved in season two.

I don't think they necessarily need a bigger budget. Season 1 production values were great IMO.

Yeah, some of the CGI looks really, really good. Love Life was recently renewed for season 2 relatively close to when it finished airing, so it makes me hopeful that Max can renew this for season 3 if viewership is good enough (and if season 2 is as good or better than the first one too, ofc)
