If it goes more cosmic like has been hinted at, I could see James Gunn doing it since he'll be done with Guardians after Vol. 3.

I kind of suspect that, in large part, they simply don't want future plans distracting the audience from the currently ongoing Grand Finale. Let the big climax, and its spider-y epilogue, hit first, and only then, once people have regained their composure, lay out the future.
