I actually DO think Evans in CA:TFA looked bigger than Bale in that picture, partially because Bale seems to naturally have a slighter build than Evans. Also, according to IMDB, Bale is actually .5" SHORTER than Evans. Pretty much every source I've seen says Bale is 6' even.

Evans looks bigger than Bale to me, too, especially his arms and pecs. To get a really good comparison the photo of Evans would have to be with shirtless so that we could see his physique as clearly as Bale's. Going by the shirtless shots of Evans we do have form CA:TFA, I's say he looked significantly bulkier than Bale at that time. It wasn't all in the camera angles and filters.
